anything electronic like a diagnostic code reader is usually better if you buy it new(unless you personally know whoever’s selling it). other than that, it’s easy to tell the condition of most mechanical tools just by looking at them.

I hate to agree with spam but ebay is a good place to get tools. As far as I would recommend Your best tools are as follows. Snap on, mac, maco, proto, cornwell, gear wrench, blue point, sk, black hawk, facom, vise grip, crescent, craftsman and stanley are great to good tools. I would not recommend the following tools except for those times when you need something cheap that you will only use a few times. Duralast, pittsburgh tools, greatneck, companion, any wrenches ratchets or sockets from harbor freight, and there are a lot more out there to many to name but you generally get what you pay for.
I would not recommend to buy used battery powered drills and plumbing tools
